Half of state’s projected surplus in and working
As of Friday, the Arkansas Department of Finance and Administration said it has collected about $ 478 million in unallocated revenue.
But that money isn’t segregated from the money that flows in and out of the state treasury.
On the treasury books, the surplus simply doesn’t exist.
